Anyone know why half of town is closed off to traffic? Something going on that I don’t know about, or just more chaotic council schemes?

I don’t have an explanation. But the one that really gets me is why in god’s name the Church St/Promenade junction is still blocked off? Today one No.11 had to stop on Corporation Street causing a domino effect going right around Market Street all because one bus blocked the street.
But on another note walking into town along Church Street I noticed they have taken down ‘Bus/Taxi Only’ signs outside St Johns Square, could this hopefully be a sign they are banning traffic from the fabulous new square?
