What’s the difference between a vandal of mass destruction and a Wyre Borough council (WBC) Planner?
Nothing, except one is prosecutable, the other is funded through the ratepayer and by comparison, has impunity to do just that: mass damage.
The Gazette today reported yet another decision by Public enemy no. 1, WBC Planner, aided and abetted by casting voter, Councillor Paul “Buffoon” Moon, to impose another superstore in Thornton. It is neither wanted nor needed and will cause huge traffic, noise, and water/environment issues.

But this is just the tip of an iceberg of human shite when it comes to Gary Payne’s planning antics.
Several years ago, he gave – with the help of the committee of NPL Estates funded councillors – permission to build 500 houses on Poolfoot farm. Thornton Action Group (TAG) appealed against this decision and won. The land is now protected. His handling of the development at the back of Thornton library where the pond was not expanded and now floods the library is testament to his incompetence. When asked by councillors to expand the pond as the developers had breached the regulations, he refused to compel them; despite a similar case in Macclesfield where developers were forced to act.
During the consultation process of the Area Action Plan (AAP), he gave permission to build 380 houses up at Fleetwood and 600 in Thornton, before the public consultation had even been completed.TAG at a forum declared a vote of ‘no confidence’ in the AAP. Out of the 100s of comments made by the public during the consultation process, not one comment supported the AAP.
The inspector threw the AAP out, asking him to make an addendum to provide road improvements, as he had none in mind; shows how much he cares about traffic. The revised version was passed in August last year, with a funding mechanism (funded by a section 106 provision), to compel developers to pay a total of £10.5 million in improvements to junctions on the A585. This road already has been designated as “over capacity” by 3 independent consultants and the relief road is nowhere in sight for at least 20 years.
It’s worth pointing out that the Local Futures Group placed Wyre in the bottom 3 % of Transport Connectivity; Fleetwood is the largest town in the UK without a rail link. But the agony is piled on further; a new waste plant at Bourne hill will open soon with hundreds of trucks thundering in to deliver waste; no road improvements have been or are expected to be made to accommodate the extra traffic. Then there is the new power station, again to be served by road during the construction phase, despite a railway lying idle!
Already one developer has submitted (as part of the AAP), a massive new Sainsbury’s to be built next to the new 600 housing estate on the old power station site. Issues about the failure of Gary Payne to a risk assessment about the asbestos stored there have now risen. The AAP, (endorsed by the inspector) says they should pay £800,000 towards road improvements. Already the developer is trying to avoid this cost by saying it won’t impact on the A585!!! No prizes for guessing what Herr Payne will do here. This brings me to the appalling decision made today.

Re: – Pool Foot Farm – am not a political creature and indeed do not live within the area (although only down the road!). My comments are personal. After ‘googling’ the farm I came across your site. My great grandparents lived in and ran the farm and for most of her life my grandmother grew up there. Please treat the land with respect and if that cannot be acheived by reserving the land I hope that it is used to assist the area and the residents.

While I agree with the general thrust of the post there are some factual errors in it, which are, I think, worth mentioning.
1 Pool foot farm is not protected but had a five year protection order on it and that ran out a year or so ago. The Pool Foot farm will be built on Thornton Football Club is moving on to it and a very large car park is also going to be built on it. This car park would be opposite the BN train station if and when it opens (NPL want it open within 18months) I think it should be pointed out if TAG had allowed the site to be built on when originally indented then NPL would have given WBC £100 000 pounds for road infrastructure and had agreed to build a cinema, skating park and other leisure attractions. In other words TAG didn’t play a blinder with this one.
2 Thornton Library has not been flooded so some misinformation has been past onto HEG.
3 NPL are keen to open the rail link to Thornton but there are several difficulties in taking in into Fleetwood as there are no tracks there and the old railway bridge is now filled in to support it.
4 It has been estimated that the Rail way in Thornton to become operational would take up to 2 years and materials for the new power station will come in by dock and not road.
5 The asbestos tunnels, which HEG refers to, are over 20 feet under ground and are encased in concrete. Therefore are highly unlikely to cause anyone any trouble.
I must once again support HEG in his general thrust that WBC are only interested in building houses so they could use Thornton as a cash cow and do seem unwilling to put in any infrastructure to support these new houses.

John I need to correct you,the land for poolfoot is now protected from housing under the AAP, as agreed by Karen Mcabe who is the inspector,this was done in August.Contact Howard Philips of TAG,see the AAP on WBC website.
As for the railway, no such plan exists for reopening,despite a no reports (2 or 3) saying it should.However, one Thornton councillor(Mcnaughton) is head of a committee to try to secure funding via LCC for a railway;there are no definite plans or timetables in place, EVEN the contemptable PWRS know this.Some of the Power station material will come by river but the rest by road,I personally spoke to a Wyre power official about this, she said NR werent interested in reopening the line.Also why do you think the HA are strengthening the 2 bridges on the A585 at Breedy Butts? to accomodate the heavy loads!
You miss the point about the asbestos,IT WAS NOT INCLUDED WITHIN the risk assessments,a mate of mine who is a H&S officer was amazed to hear that NO risk assessment had been done,it still has to be assessed to be determined if it is a risk at all.Why wasnt this done? Could it be that anyone potential buyer for these houses would se that the stuff is stored there and may not want to buy?
The flooding issue,sorry John, wrong again,Councillor John Shedwick was critical of Gary Payne regarding the flooding, the library has been flooded twice and payne said that he could find “no professional reason” to compel the developers to make the pond the correct size.Ask any member of TAG about this issue.I remember Irene Horner doing her nut at Russel Forsyth at a TAG AGM about that pond.

I don’t mean to be argumentative but the Thornton Library hasn’t been flooded I am in there almost every Saturday with my son and I am sure it would have been mentioned and I would have seen some damage. The poolfoot farm thing yes it is now but if you read what I have said it isn’t stopping any development of Thornton and this protection hasn’t got anything to do with TAG honest.
As for the railway no matter what people say it will be open I do know this but it difficult to tell you why but it will but not as far as Fleetwood. Must of the materials for the power station will come via the docks its not going to be like the recycling plant.
As for the asbestos tunnels do some serious research there is nothing there to worry about (H&S wankers sorry).

There are a lot of rumours going around and it is hard to find the truth particularly over the railway. But there is one fact that puts all development of Thornton in perspective and that is the roads if the WBC don’t improve them then start riding a bike you will be moving around quicker.
