		<description>Why all this angst against a Councillor who did not know his own Ward.  He didn&#039;t know that Waterloo Road was an A road therefore would need an act of Parliament to close it, but ignorance is Bliss.
He didn&#039;t know that the businesses in his area were/are dying, much to do with massive rates bills and a cheap bazaar conversion.
The car rules and shoppers no longer walk more than the length of an average football pitch from vehicle to store, yet the only places that can offer this service are the out of town giants.  No-one listened to those who have travelled the World and watched the degeneration of town centres.  It is a universal problem and needs better comprehension than the Fowlers can provide.
So what the heck!  Eleven years of correspondence with my Ward Councillors and I have received maybe a 1% response.  Bet that doesn&#039;t show up on expense claims!
But beware.  Philtheone is experiencing the terrorism and threat of legal action.  They tried bullying me with that heroic Major of Royal Marines - according to the Gazette - writing to his cabal buddies complaining of a private memo circulated amongst members of an Association.  The apology he demanded was never and will never be issued.  If they cannot work in public and respond to the electorate they deserve all the bile they generate themselves.
The moral of this story!  You cannot have public or even private exchanges of thoughts, ideas or information if it shows the Ruling Class as anything but Angels.</description>

All you have to do is pay a slightly higher rate for your extra time - and the fine incentives in place make the extra payment a worthwhile investment.
I suspect Mr Fowler wants you to still go shopping for up to an hour, but have to pay for more. That way you still go home after one hour and someone else parks in that place - but both of you pay much, much more.
Why do these politicians really believe that the voters are so incredibly thick that they don&#039;t see through these scams.
Increased parking times for free parking help encourage shoppers to stay longer. Increasing the &quot;up to&quot; hours makes parking much more expensive and discourages people coming altogether. Let&#039;s face it to park on the park and ride in Preston is very cheap and you get dropped off by bus in a very good location for shopping. Far easier than having to walk the icy windswept streets of Blackpool town city.
Let&#039;s support him anyway though - because it will soon become obvious that his policy of increasing charges does not increase business for the shops and the idiot will be voted out in the next election.</description>

Negative campaigning perhaps, but it&#039;s sickening to see the liberties some councillors constantly take, without any foresight.
